HBLFA Francisco Josephinum has been designated as a Union Testing Facility for Ecodesign and Energy Labelling by the European Commission, in accordance with Commission Implementing Decision (EU) 2024/1456 of 27 May 2024 and Regulation (EU) 2019/1020.
Union Testing Facilities – Supporting EU Market Surveillance
Union Testing Facilities support effective market surveillance across the European Union by strengthening laboratory capacity and ensuring reliable, consistent product testing. Designated by the European Commission from among accredited public testing bodies in the Member States, they focus on specific product categories or associated risks.
Accredited in line with Regulation (EC) No 765/2008, these facilities provide their services exclusively to market surveillance authorities, EU networks, the European Commission, and other public or intergovernmental bodies. Their mandate includes conducting product tests upon request, delivering independent scientific and technical advice, and developing new testing and analytical methods.
Union Testing Facilities operate within the EU market surveillance framework while preserving the freedom of authorities and the Commission to select testing bodies. Their activities are remunerated and may be supported by EU funding, including financial assistance to expand existing capacities or establish new testing capabilities where gaps exist.
By enhancing expertise, capacity, and cooperation, Union Testing Facilities contribute to high product safety standards and a well-functioning internal market across the EU.
